COVID-19 SHN Coverage Rider to Group Hospital and Surgical (GHS)


Applicable to all Group Hospital & Surgical (GHS) policyholders of both packaged and customised plans, we offer medical insurance of up to $15,000 for inpatient medical expenses,if any Covered Insured Work Pass and Dependant Pass holders are diagnosed with COVID-19 within the prevailing Stay Home Notice period prescribed by the relevant authority based on countries/regions upon arrival in Singapore, or within fourteen (14) days from the Cover Start Date, whichever is longer (COVID-19 Coverage Period.)

Work Permit, Training Work Permit and S Pass,including in-principle approval (IPA) of these work passes:

Complimentary medical insurance of up to $15,000 for their inpatient medical expenses.

Employment Pass (EP) & Dependant Pass (DP) holders*,including in IPA of these passes

One-time premium of $45.00* per person (before 7% GST) for coverage up to $15,000 for their inpatient medical expenses.

*Except those who have travelled to United States of America or Europe within 30 days prior to their arrival in Singapore. For additional Covered Insured Members who have travelled to United States of America or Europe within 30 days prior to their arrival in Singapore, the premium payable for the additional COVID-19 Benefit shall be separately determined, upon request.

Eligibility Criteria


  • Insured Member is a holder of a valid Work Permit, Training Work Permit, S Pass, or a holder of of its corresponding IPA entering Singapore on or after 1 January 2021, or
  • Insured Member is a valid EP, DP or a holder of its corresponding IPA entering Singapore with effect from 25 February 2021;
  • Insured Member is below the age of sixty (60) as of the date the Insured Member arrives in Singapore (the “Cover Start Date”);
  • Their employer is a new or existing GHS policyholder (packaged or customised plans);
  • Insured Member must be also insured under Prudential’s GHS policy

How to sign up?


HR to inform Prudential via the normal member update methods, at least 7 working days before they arrive in Singapore:

  • Name (as per Work Pass or Dependant Pass)
  • IPA/FIN number
  • SHN Start date
  • GHS Policy Start Date
  • Signed quotation slip (for EP or DP only)

1. What is this new requirement from MOM?

The Singapore Government will no longer cover treatment costs for all pass holders entering Singapore from 1 January 2021, if they develop COVID-19 symptoms or test positive within 14 days of arrival in Singapore.

In a recent advisory on COVID-19 issued by the Ministry of Manpower (MOM) to employers who are hiring new and existing work pass holders from overseas, employers are required to provide medical insurance with a coverage of at least $10,000 for their medical expenses if they develop COVID-19 symptoms or test positive within 14 days of arrival in Singapore. This applies to all Work Permit, Training Work Permit and S Pass holders, including in-principle approval (IPA) of these work passes, entering Singapore from 1 January 2021.

Employers are required to obtain the medical insurance before the work pass workers arrive in Singapore.

For all other pass holders (e.g. Employment or Dependant Pass holders), they are encouraged to buy medical insurance with the appropriate coverage before entering Singapore as they are responsible for their medical expenses if they develop COVID-19 symptoms or test positive within 14 days of arrival in Singapore.

2. Who are affected by this requirement?

Work Pass employees (Work Permit, Training Work Permit, S Pass, Employment Pass) or Dependant Pass holders. Please see details below.

Work Permit, Training Work Permit and SPass, including   in-principle approval (IPA)

New work pass holders (Work Permit, Training Work Permit and S Pass), issued by Ministry of Manpower (MOM), entering Singapore on or after 1 January 2021. Employers are required to provide medical insurance with a coverage of at least $10,000 for their medical expenses if they develop COVID-19 symptoms or test positive within 14 days of arrival in Singapore.

Employment Pass / Dependant Pass including

in-principle approval (IPA)

They are encouraged to buy medical insurance with the appropriate coverage before entering Singapore as they are responsible for their medical expenses if they develop COVID-19 symptoms or test positive within 14 days of arrival in Singapore.

Note: Existing GHS-insured work pass employees who have left Singapore and returning to Singapore to resume their employment with the same company, would be covered under their existing GHS policy.

3. What is Prudential offering?

In response to the new MOM requirement and recommendation, Prudential is offering all Group Health & Surgical (GHS) policyholders of both packaged and customised plans the following benefits:

  1. Work Permit, Training Work Permit and S Pass, including in-principle approval (IPA) of these work permits:
    • Complimentary medical insurance of up to $15,000 for their inpatient medical expenses, if they are diagnosed with COVID-19, within the prevailing Stay Home Notice period prescribed by the relevant authority based on countries/regions upon arrival in Singapore, or within fourteen (14) days from the Cover Start Date, whichever is longer (COVID-19 Coverage Period.)

  2. Employment & Dependant Pass holders*, including in-principle approval (IPA) of these passes:
    • One-time premium of $45.00 per person (before 7% GST) for coverage up to $15,000 for their inpatient medical expenses, if they are diagnosed with COVID-19, within the prevailing Stay Home Notice period prescribed by the relevant authority based on countries/regions upon arrival in Singapore, or within fourteen (14) days from the Cover Start Date, whichever is longer (COVID-19 Coverage Period.)

Pricing for those departing from U.S. or Europe will be determined and provided separately upon request.

Note: We reserve the right to review and revise the COVID-19 Benefit at any time, in the event of any changes to COVID-19 requirements and advisories by the Singapore Government including any ministry, department, agency, statutory body, or organ of state. We may also at any time, terminate or vary the COVID-19 Benefit by providing you with at least fourteen (14) days’ prior written notice of our intention to do so.

4. What are the different SHN periods and the COVID-19 insurance coverage duration?

It covers the Work Pass employee (Work Permit, Training Work Permit, S Pass, Employment Pass) or Dependant Pass within the prevailing Stay Home Notice period prescribed by the relevant authority based on countries/regions upon arrival in Singapore, or within fourteen (14) days from the Cover Start Date, whichever is longer (COVID-19 Coverage Period.)

Currently, Prudential offers fourteen (14) days insurance coverage, in line with prevailing MOM requirements, which starts from the date the Insured Member arrives in Singapore (the “Cover Start Date”);

5. Who is/are eligible for this coverage?

To be eligible for this complimentary coverage by Prudential, all of the following criteria must be met:

  • Insured Member is a holder of a valid Work Permit, Training Work Permit, S Pass, or a holder of of its corresponding In-Principle Approval (IPA) entering Singapore on or after 1 January 2021, or
  • Insured Member is a valid Employment Pass, Dependant Pass or a holder of its corresponding IPA entering Singapore with effect from 25 February 2021;
  • Insured Member is below the age of sixty (60) as of the date the Insured Member arrives in Singapore (the “Cover Start Date”);
  • Their employer is a new or existing GHS policyholder of either our group packaged or group customised plans;
  • Insured Member must be also insured under Prudential’s GHS policy
6. When must the employer obtain this medical coverage for their employee(s)?

For Work Permit, Training Work Permit and S Pass, including in-principle approval (IPA), employers are required to obtain the medical insurance before the work pass workers arrive in Singapore.

For Employment Pass and Dependant Pass, they are encouraged to buy medical insurance with the appropriate coverage before entering Singapore.

7. How do eligible policyholders sign up?

Eligible policyholders must inform and provide Prudential via the normal member update methods, the following information of the work pass employee (Work Permit, Training Work Permit, S Pass, Employment Pass) or Dependant Pass, at least 7 working days before they arrive in Singapore or upon approval by MOM:

  • Name (as per Work Pass or Dependant Pass)
  • IPA/FIN number
  • GHS Policy Start Date
  • SHN Start Date
  • Signed quotation slip (for Employment Pass or Dependant Pass only on premium payable) with declaration on past travel history and last port of call.
8. What do the enhanced COVID coverage and benefits entail?

The enhanced benefit covers medical expenses incurred of up to $15,000 in a Singapore Government Hospital, Singapore Government Restructured Hospital or community hospital registered and approved by the Ministry of Health of Singapore when a work pass employee (Work Permit, Training Work Permit, S Pass, Employment Pass) or Dependant Pass is hospitalised as a result of being diagnosed with COVID-19, within the prevailing Stay Home Notice period prescribed by the relevant authority based on countries/regions upon arrival in Singapore, or within fourteen (14) days from the Cover Start Date, whichever is longer (COVID-19 Coverage Period.)

9. Does it cover any outpatient treatment for COVID-19?

No, it only covers Inpatient treatment for COVID-19 in a Singapore Government Hospital, Singapore Government Restructured Hospital or community hospital registered and approved by the Ministry of Health of Singapore.

10. Does this coverage include expenses incurred for the mandatory swab test for COVID-19?

No, it does not.

11. How long is the enhanced COVID-19 coverage valid for?

It covers the Work Pass employee (Work Permit, Training Work Permit, S Pass, Employment Pass) or Dependant Pass within the prevailing Stay Home Notice period prescribed bythe relevant authority based on countries/regions upon arrival in Singapore, or within fourteen (14) days from the Cover Start Date, whichever is longer (COVID-19 Coverage Period.) The cover for COVID-19 benefit shall cease automatically if the Work Pass employee or Dependant Pass holder is not diagnosed with COVID-19 within this period.

12. Is there a waiting period for this enhanced COVID-19 benefit?

No, there is no waiting period.

13. How to make a claim?

To make a claim, please download the standard claims form and email the completed form to Prudential at SGP.ES.Claims@prudential.com.sg.

In addition, please also include:

  • A copy of their passport indicating:
  • Date of arrival in Singapore (all Work Pass and Dependant Pass)
  • Last port of call (Employment Pass or Dependant Pass only)
